Vietnam has been the quickest of the large Southeast Asian markets to open for processed food, because an importer can self-declare a prepackaged product instead of waiting for approval. That is still true, but it is no longer the whole picture. In January 2026 the government issued Decree 46/2026/ND-CP to replace the self-declaration regime with a stricter declaration of applicable standards, then suspended it after it disrupted trade. It now waits on the amended Food Safety Law.

The practical response is the same under both regimes: build the declaration on documents that would pass a strict review, so a programme opened in 2026 does not have to be rebuilt in 2027. Ask the importer who will file the declaration, and whether it plans to re-file once the new rules take effect.
Test reports decide the timeline
Under self-declaration the bottleneck is evidence, not a queue. The declaration is supported by food safety test reports from a laboratory designated by the Ministry of Health or accredited to ISO 17025, typically issued within the previous twelve months. Settle four things with the supplier before the first order.
- Where testing happens — at origin, from a batch the supplier samples, or in Vietnam from goods the importer receives. Origin testing is faster if the laboratory is one the declaration accepts
- Which laboratory — confirm its designation or ISO 17025 accreditation, and the scope of the tests, with the importer before the samples are sent
- The age of the report — plan a re-test before the report runs out of its usable window, not after
- A specification that matches exactly — the product tested, the product declared and the product shipped must be the same cut, coating and pack

Cat Lai or Hai Phong
Vietnam is two distribution markets, north and south, about 1,600 km apart. Land in the half where your customers are rather than trucking frozen product the length of the country.

Name the transhipment port on the booking, fit a data logger, and ask for the readout on arrival; reefer transit times and transhipment risk lists what to specify.
Labels: a Vietnamese sub-label, applied before clearance
Mandatory label content has to appear in Vietnamese. Imported goods may carry the original label plus a Vietnamese sub-label, which suits an importer buying the supplier's own export brand. Since the 2021 amendment to Vietnam's goods-labelling decree, that sub-label has to be applied before customs clearance, not afterwards in the importer's warehouse. Duty and origin
Frozen fries classify under heading 2004.10. Vietnam and India trade under the ASEAN–India Trade in Goods Agreement and its Form AI certificate of origin.
