Frozen French Fries Supplier for Indonesia: Sourcing from India, BPOM Registration and Halal from 17 October 2026

An Indian frozen fry supplier ships to Indonesia by reefer into Tanjung Priok for Jakarta or Tanjung Perak for Surabaya, usually via a transhipment hub. Two gates decide the deal: BPOM registration, held by the Indonesian importer before the product is imported, and halal. From 17 October 2026 imported food must carry halal certification that BPJPH accepts, so the certifying body behind a supplier's certificate becomes part of the sourcing decision.

Indonesia is the largest market in Southeast Asia and the hardest of the six to open from India. Nothing about the route is difficult. What is difficult is that two separate approvals sit in front of the first sale — product registration with BPOM and, from October 2026, halal certification — and only one of them is inside the importer's control. The other depends entirely on which certifier the supplier used.

The 17 October 2026 halal deadline changes supplier selection

Indonesia's halal product assurance regime comes from Law No. 33 of 2014 and is administered by BPJPH. The original deadline of 17 October 2024 was extended for imported food and beverages by Government Regulation No. 42 of 2024, to 17 October 2026. Plain fries fried in vegetable oil contain no animal-derived ingredient, but that does not exempt them: the exemptions are narrow, covering products that are haram by nature and a short positive list of minimally processed foods.

For a buyer, the practical consequence is that the certifier matters more than the certificate.

  • A foreign halal certificate is usable only where BPJPH accepts the issuing body, through mutual recognition. A body recognised in Malaysia or the Gulf is not automatically accepted in Indonesia
  • Ask for the certifier's name and the products in scope, not just a certificate image — how to read a halal certificate sets out what to check
  • Coatings, seasonings, frying medium and shared lines are where a potato product stops being a simple case; a coated wedge has more ingredients to clear than a plain straight cut
  • Halal marking appears on the pack, so artwork cannot be finalised until the halal position and the BPOM number are both settled

If a supplier cannot name a BPJPH-accepted certifier today, that is not necessarily a reason to drop them — it is a date to agree. Ask when certification will be in place, and keep the first shipment inside the window the rules allow. Confirm the current position in writing with your consultant, because the obligations for imported products have been revised and deferred more than once.

BPOM registration, held by the importer

Processed food sold in Indonesia is registered with BPOM before it is imported, and the registration is held by an Indonesian entity. Imported processed food carries an ML-series registration number on the pack, which is why the number and the artwork are linked: the pack cannot be printed until the registration exists.

Ask the importer two questions early, because Indonesia's import licensing for potato products has changed more than once: whether any Ministry of Trade import approval applies to your tariff line, and whether a pre-shipment verification by an appointed surveyor is required for the consignment. Both are the importer's side of the file, but both change the shipping calendar.

Sequencing: what has to happen before the container sails

  1. Settle the halal positionConfirm the supplier's certifier is accepted by BPJPH, or agree the date certification will be in place. This is the gate that cannot be shortened by paying more.
  2. Register with BPOMThe importer files with the supplier's specification, ingredient, nutrition and shelf-life data. Keep the opening range narrow: every product is its own registration.
  3. Build the Bahasa Indonesia artworkOnly once the ML number and the halal marking are settled. Private-label film is printed after that, not before.
  4. Confirm import licensing and surveyingMinistry of Trade approval, if it applies to the line, and any appointed-surveyor verification at origin.
  5. Book the containerSet point −18 °C on the bill of lading, the transhipment port named on the booking, a data logger fitted and Form AI in the document set.

Because the registration and halal steps run in weeks and months rather than days, most Indonesian programmes open with one or two products and widen after the first clean arrival — the same logic as the Philippines, for a different reason.

Do frozen french fries need halal certification to be imported into Indonesia?
