Vietnam — declaration rather than approval
Vietnam's food safety framework, implemented through Decree 15/2018/ND-CP, allows most prepackaged processed foods to be handled by self-declaration rather than by pre-market approval. The declaring party submits a declaration in Vietnamese supported by food safety test reports from a laboratory designated by the Ministry of Health or accredited to ISO 17025, typically issued within the previous twelve months.
What that means for an exporter is a shift in what you are asked for. The bottleneck is not a registration queue — it is current, accredited test data in a form the declaration can be built on.

Indonesia — registration, then halal
Indonesia requires food products to be registered with BPOM, the national food and drug authority, before they can be imported and distributed. This is a pre-market approval model closer to the Gulf than to Vietnam, with the registration held by an Indonesian entity.

Indonesia has been progressively extending mandatory halal certification across food categories, and the obligations applying to imported products have been revised and deferred more than once, including through mutual recognition arrangements with foreign certification bodies.
